Certified cross-connection control testing for commercial, industrial, institutional and multi-residential properties. The survey, the test, the repair and the report the City expects on file, from one licensed contractor.

Why your property needs a backflow test on file

A backflow preventer is the device that stops water inside your building being pushed or pulled back into the municipal drinking-water main. It matters most where the plumbing touches something you would never want in a water supply: boiler chemicals, irrigation lines, commercial dish machines, fire-suppression loops, cooling towers, garage floor drains, process equipment.

Every municipality in the GTA runs a cross-connection control program requiring these devices to be tested by a certified tester on a set schedule, with results filed with the water authority. The device is mechanical. Its check valves and relief vent wear, and a preventer that passed last year can fail this year with nothing visible from the outside. Hence an annual test rather than a one-time sign-off.

For most property managers the plumbing is not the difficulty. The paperwork and the deadlines are.

Who the by-law actually applies to

In Toronto, premise isolation is required on industrial, commercial and institutional properties, and on residential buildings of four storeys or more, or exceeding 600 square metres. The threshold is storeys and floor area. It is not a unit count.

That distinction matters more than it sounds, because a widely-repeated figure of five or more units circulates on plumbing websites across the city and it is simply not what the by-law says. Property managers have budgeted around it and been wrong. A three-storey building over 600 square metres is captured. A taller building with few units is captured.

Buildings of residential occupancy falling under Part 9 of the Building Code, ordinary houses in practice, are generally exempt, unless the property has an auxiliary water supply such as a well, a cistern or in some cases an irrigation system. A single dwelling with an auxiliary supply is rated a severe hazard, which surprises people.

The by-law's hazard schedule then names roughly a hundred industry sectors rated moderate or severe. If you operate any of the following, assume you are in scope until someone confirms otherwise.

  • Restaurants, commercial kitchens and breweries
  • Car washes and automotive repair shops
  • Dental surgeries, medical clinics and laboratories
  • Hospitals, nursing homes and schools
  • Dry cleaners, printing and food processing
  • Hotels, funeral homes and veterinary clinics
  • Multi-unit residential and condominium buildings
  • Warehouses and process facilities
  • Irrigation systems, boilers and fire-suppression connections

The deadlines that catch people out

Most compliance problems are not refusals. They are dates that passed while somebody meant to deal with them.

Testing is required annually, on installation, when a device is relocated, and again within seventy-two hours of the device being cleaned, repaired, replaced or overhauled. The completed report goes to the City on its own prescribed form within seven days of the test. If a device fails, it has to be repaired or replaced within forty-eight hours.

Alongside the test there is a separate obligation people forget entirely: the cross-connection survey. It has to be prepared by an authorized person, refreshed at least every five years, and updated within thirty days when the hazard level on the property increases. If the City issues a notice without a date on it, the survey is due within thirty days. Records stay on site for seven years, and each device carries a tag showing its details, the test date and the tester's certificate number.

A permit is also required for every device installed or replaced. Skipping it is the kind of thing that surfaces later, during a sale or an insurance review, at the worst possible moment.

Who is legally allowed to do this work

Toronto's by-law sets out, function by function, who may survey, install, repair and test a backflow preventer. It is considerably narrower than most owners realize, and it is the reason backflow compliance often ends up split between two or three vendors.

A professional engineer holding the cross-connection control certification can carry out a survey and can test. They cannot install or repair. Sprinkler fitters and millwrights holding the certification can test, and nothing else. Apprentices can install and repair under direct supervision but cannot sign off a survey.

One credential stack is authorized for all of it: survey, install, relocate, replace, repair and test, on domestic systems and on fire protection systems alike. It belongs to a licensed Master Plumber holding a City of Toronto plumbing contractor licence together with a current cross-connection control certification.

We hold it. The practical difference is that when a device fails its test, we repair it and retest it on the same authority rather than handing you back a failed report and a referral. One contractor, one file, one set of paperwork.

What the test involves

Testing is done with a calibrated differential pressure gauge connected to the test cocks on the assembly. We isolate the device, take readings across each check valve and the relief valve, and compare them against the pass criteria for that device type: reduced pressure principle, double check valve, pressure vacuum breaker, or spill-resistant vacuum breaker.

Water is off to the protected zone during the test, so we schedule around your operating hours. A single accessible device on a riser is usually under an hour. Larger sites with multiple assemblies are planned as one visit.

If a device fails, we tell you what failed and what the repair costs before we touch it. Most failures are rubber: worn check discs, tired springs, a fouled relief valve. They are fixed with a manufacturer rebuild kit at a fraction of replacement cost. Replacement is a last resort, not a default upsell.

The rules change when you cross a municipal boundary

Cross-connection control is administered by whoever supplies the water, which is why a property manager with buildings in three municipalities is working to three different rulebooks. Annual testing is close to universal. Almost everything else varies.

In Peel, Halton and Durham the region runs the program, so Mississauga and Brampton work to the same by-law. In York Region the local cities each run their own, so Vaughan, Markham and Richmond Hill have three separate programs with three sets of deadlines. Richmond Hill's applies to industrial, commercial and institutional properties only, and explicitly not to residential. Halton's reaches further down than most, capturing residential buildings with two or more dwelling units.

Report deadlines run from seven days in Toronto to fourteen in Peel and York, twenty-eight in Halton, and ninety for surveys in Durham. Some municipalities require testers to register with them before any report will be accepted, and some administer the whole program through a third-party portal with a per-report fee.

A Master Plumber with a City of Toronto plumbing contractor licence and the certification is authorized for every function, including work on fire protection systems. We hold that combination.

What happens if my device fails the test?

It has to be repaired or replaced within forty-eight hours and then retested before it can be certified. We will tell you what failed and quote the repair before proceeding. Most failures come down to worn rubber inside the assembly and are fixed with a manufacturer rebuild kit, which costs considerably less than replacement.

What happens if I ignore a backflow notice?

Fines under Toronto's water supply by-law run to a maximum of $100,000 per offence, and the City can add a further amount equal to any economic advantage gained by not complying. More disruptive in practice is that the City can shut your water off, for failing to comply with an order, for an immediate contamination risk, or for not providing access to the device, and is not obliged to turn it back on until the arrears are paid and every order has been complied with.

Do you handle the paperwork with the city?

Yes. We complete the signed test report on the municipality's own form and submit it within that municipality's deadline, which ranges from seven days in Toronto to twenty-eight in Halton. You get a copy for your records, the device gets its tag, and we flag your renewal before it falls due.

Will the water need to be shut off?
